Counties and District Correspondence Chess Championship

1. The Counties and Districts Correspondence Chess Championship will be an ICCF “regional tournament”, managed on behalf of the federations of England, Scotland, and Wales by the tri-federation British Championship Joint Committee. A tournament organiser will be appointed by the committee and serve as a non-voting member for the purpose of the CDCCC only.

2. The Championship will be held every year and will be open to counties and other such organised districts as recognised by the organising committee.

3. The tournament organiser will receive entries with the entry fee as decided by the organising committee by 1st January of each year the tournament is held. Play will commence in January and the end date will be 15th November.

4. ICCF playing and tournament rules will apply.

5. ICCF standard time control 10 moves in 30 days with duplication after 15 days is used and 15 days leave. All games will be played on the ICCF webserver.

6. There will be three Divisions designated as follows:
a. Division 1 – Ward-Higgs
b. Division 2 – Sinclair
c. Division 3 – Butler-Thomas

7. Each team will consist of eight different players. Each player will play two games only against one opponent (one with White, one with Black). The Hutton Pairing system will be used.

8. The number of teams in the division will be determined by the organising committee, within a minimum of 7 teams and a maximum of 12 teams. The Butler-Thomas will have no maximum number of teams.

9. Each county, district or area may submit a multiple number of teams. New teams will usually be placed in the Butler-Thomas but the Committee will have discretion to place directly into a higher division if they feels this is justified. No player may play for two different counties, districts or areas. No player may play for more than one team from their county, district or area although the organising committee will have discretion to overrule this requirement in extenuating circumstances. No player will play on more than one board in the same team.

10. The winner of the Ward-Higgs will be declared the Champion Team for that season. The winner of each division will have a free entry for the following season.

11. At the end of each season, after tie breaks have been applied:
a. the top two teams from the Butler-Thomas will be promoted to the Sinclair.
b. the top two teams from the Sinclair will be promoted to the Ward-Higgs.
c. the bottom two teams from the Ward-Higgs will be relegated to the Sinclair.
d. the bottom two teams from the Sinclair will be relegated to the Butler-Thomas.

12. Where game points are equal, the result will be decided by:
a. Number of Wins. If the tie is not resolved, then:
b. Board Count: the numbers of the boards won by each team will be added together, and the team with the lower total will win. If the tie is not thereby resolved:
c. Elimination: the lowest board will be eliminated from the match score. This operation will be repeated until the scores are unequal. If still tied, the teams are equal.

13. Any matters concerning the organisation and running of the tournament not covered in these rules or the ICCF rules will be decided at the discretion of the organising committee.
